Ability to Benefit – Dual Enrollment for Adult Learners
The Ability to Benefit (ATB) provisions of the Higher Education Act are an underutilized tool for accessing Federal Student Aid for adults without high school diplomas. Through ATB, adult learners can "dual enroll" in eligible career pathways while pursuing HS credentials. Many colleges have developed integrated, contextualized programs such as I-BEST, and are using those to support ATB students to completion. Recently, the U.S. Department of Education updated regulations through negotiated rulemaking. This session will introduce ATB as well as update about the new regulations.

A Replicable Model to Drive Student Success
This session features a public-private partnership that allowed Milwaukee Area Technical College (MATC) to drive access to and retention in automotive careers. The program includes middle/high school career exploration, promotion of automotive careers, employer mentoring, wrap-around support, industry-specific tutoring, and scholarship access. Since 2018, results include increases in enrollment, diversity, course completion, and credentials received. 100% of students secure employment before graduation with earnings potential within three years ranging between $60,000-80,000 annually.

A State of Affairs: The Underrepresentation of Minority Community
Historically and currently, most trustees in American community colleges are older white males. More progress has been made in diversifying minority-serving community college boards of trustees. An illustrative sample of African-American boards of trustees from community colleges across the United States participated in a recent study to explore the underrepresentation of minority populations on boards of trustees. Achieving Institutional Change in the Face of Faculty Resistance

Across the Board: Online Dual Enrollment is the Trifecta
Hear from two institutions that have successfully implemented online dual enrollment programs. Tarrant County College (TCC) has been at the forefront of providing dual enrollment through its Connect Campus, TCC’s fastest-growing online campus. As a strategic measure, the College embarked on online dual enrollment to serve rural Texas. Rowan-Cabarrus Community College has grown its online dual enrollment to over 2,000 students with an average 3.06 GPA. Its high schools have accredited SACSCOC-certified sites offering full online programs.

BCTC Equine – Leading the Race in Meeting Workforce Needs
Launched in 2006 with the help of Hall of Fame Jockey Chris McCarron, Bluegrass Community and Technical College’s (BCTC) Equine program began as a racing academy with the goal of training exercise riders and jockeys and has since expanded to be an equine workforce provider to farms and commercial racing stables across the Bluegrass and nationally. Center for Financial Wellness, Partnership toward Student Success
Beginning in 2009, Elgin Community College’s financial literacy program began with grassroots efforts to provide financial education and resources to a growing student body who struggled with financial management, finding financial aid resources, and managing debt. Through one-on-one loan counseling, collaborative staffing, and an engaged partnership with a local credit union, ECC has seen a decrease in student loan default by 76 percent since 2011 and the development of an on-campus credit union to provide financial wellness to all students.

Closing the Attainment Gap through state-wide partnerships
With the pandemic and demographic enrollment declining, colleges nationwide seek ways to serve their adult learners better. In 2021, North Carolina adopted an ambitious Reconnect strategy, uniting campuses and philanthropy to help leaders mobilize to serve non-traditional students and close attainment gaps. NC Reconnect focuses on adult learners with some college but no degree. This session will share strategies for optimizing and engaging new adult learners, lessons learned, and data on replicating and scaling this work in other states.

Cohorts win hands down in gateway English through better context
Stanly Community College is promoting student engagement in Gateway English through building cohorts and contextualizing the course. Whereas a traditional section of ENG 111 might have broad assignments designed for a typical liberal arts student, a contextualized section has assignments that achieve the same outcome and are tied to a specific cohort’s interests and scaffolded for cognitive growth. Cultivating CARE: Personalized Advising & Academic Support
Tallahassee Community College's ZIP code, 32304, is deemed the poorest in Florida with 60 percent of its students identifying as non-white. In an effort to address both equity and access, the institution launched a college-wide CARE model in partnership with faculty, staff, and students. Strategies were developed to embed holistic and academic supports and develop a personalized advising model for incoming students. This session will highlight the methods used to redesign the student experience, close achievement gaps and increase student success campus wide.

Dialogue for Change: A Distance Mentoring Program
This session will present key findings from research conducted on a distance mentoring program for higher education professionals. The distance mentoring program was a mixed-methods action research project that studied the “other” mentoring model. The program paired mid-level managers from within and external to the District, and was designed to initiate dialogue, brainstorming, planning, and supportive measures. Embedding Gen Ed to Increase Certificate Completion
Embedding Gen Ed competencies into 30-credit hour certificate program courses eliminates the need for students to take an additional 6 hours of courses, thus shortening the path to employment and opening the doors for non-traditional students in innovative, work-based pathways. Empowering Faculty to Analyze Data
This presentation will share a data analysis tool developed to guide faculty members in analyzing student data. Colleges collect copious amounts of data for decision-making across campus, including disaggregated student outcomes and demographic data, but often underestimate faculty members’ facility with data analysis. Empowering Influence-Developing Mid-level Leadership Training
Utilizing the AACC Leadership Competencies to build a yearlong leadership training program has allowed for deeper cross-departmental connections and succession planning at LCCC. Empowering Student Parents: A Data-Informed Approach
In the session, we will discuss the data-driven approach used to explore intersectionality between parenting students and other marginalized groups, such as BIPOC and low-income students. Empowering Student's Choices through First Experiences
Early College opportunities, originally intended to reach students who might not otherwise see college as an option for themselves, tend to be sought only by those students already considering college. Engaging employers successfully to create apprenticeships
Registered apprenticeship has become a buzzword with increased attention and funding at the national and state level. However, employers do not fully understand what it means. Many community college professionals spend hours explaining the registered apprenticeship model to employers only to have them walk away at critical points, especially in non-traditional occupations. Equitable Institutional Transformation Takes New Meeting Focus
In two years, Delta College has increased enrollment by 16 percent, retention by nearly 4 percent, eradicated opportunity gaps in enrollment for African American and Hispanic students, and increased graduation rates for African American students by 9%. The primary variable is re-imagining employees' calendars to link directly with the strategic plan. As with any new strategic plan, new initiatives and groups were created. But Delta also found effective ways to shift people's time and focus and intentionality to focus on priorities.

Fostering Learner Success Through Engagement
Howard Community College’s (HCC) learning engagement division combines several teaching and learning practices designated as “high-impact practices” under one central unit. Historically, students have had to “opt-in” to these experiences, yielding an average of only six percent of HCC’s total credit student population engaging in these HIPs each year. Now, HCC is taking a different approach to ensure access, and equity and increase students’ social capital by embedding HIPs into the general education curriculum and aligning them with their scale of 7-week courses.

From Vision to Reality – Building to Transform Communities
Flathead Valley Community College (FVCC) recognized a need for a multi-purpose activity center for students and the community and a large community performance center. The FVCC Board approved a new building (multi-purpose activity/gymnasium, fitness center, 1,014 seat performance hall, recital hall and art gallery) that would address these critical needs. $27M in private funds were raised for the “College Center” ($18M in 18 months). Public/private partnerships made it possible to build this building to transform the communities served by FVCC.

Generational Transformation: Supporting Student Parents’ Success
Similar to many colleges, the number of student parents is rising at Miami Dade College (MDC). Our basic needs survey indicated that nearly 50 percent of parents could not afford childcare, hindering student enrollment, persistence, and success. As a result, MDC has implemented programs and targeted services to support student parents by providing quality childcare, partnering with surrounding pre-schools, and securing funding opportunities to subsidize quality care. Successful dual enrollment partnerships benefit all stakeholders--the local educational agency, the community college, and especially the students. When Maryland state law mandated that all eligible high school students must have access to both credit and non-credit programs, Carroll Community College created a variety of options for high school students to earn a degree or a credential through dual enrollment. How Dual Enrollment Helped Save a Small Rural College
As a new president arrived, Glen Oaks Community College was in dire straights in 2014. The challenges were many, but declining enrollment was the most significant. Beginning with approximately 10 percent dual enrollment, it was increased to 60 percent in just three years. This presentation will outline the components of achieving this success. These included building strong partnerships with the area secondary schools and an early middle school and enrolling CTE students in technical courses.

How to Foster Belongingness in a Community College Classroom
This session will focus on the factors contributing to community college students' belonging. Students enrolled in general psychology were given several measures to assess belonging, including the UBQ-CC (University Belongingness Questionnaire for Community College) and open-ended questions about aspects of the classroom climate that foster feelings of connectedness. The discussion of the results will highlight classroom activities, aspects of the community college classroom that can lead to feeling connected to the college, and factors that may diminish students’ sense of belonging.

Improving Student Outcomes Via a Coordinated Care Network
Arapahoe Community College has adopted a Coordinated Care Network model that intentionally connects students to specialized " care units " to meet specific needs. Care units work collaboratively across faculty, advisors, and student affairs to refer students for support, deliver interventions, and respond to early alerts. This session will define Coordinated Care and share how this approach helped Arapahoe grow their Tutoring participation by 4x while improving math outcomes and how TRIO participation increased by 2x while maintaining an 80% fall-to-spring retention rate.

Increasing Access to College-Level Math
Over 70% of Lake Land College students were recently placed into developmental math courses. The low success rates of these courses, along with the time and money they require, widened the equity gap for our most at-risk students. In response, Lake Land College has eliminated developmental math courses. All students are now placed into a college-level math course by redeveloping our math sequences, using co-requisite models and wrap-around supports. Increasing Participation of Black Students in Study Abroad

Increasing Workforce Development in an Entrepreneurial Approach
Since 2021, MGCC has been on a journey to expand the college's workforce programs in a rural area of its service region. Through many collaborative efforts and raising over $5 million, the journey is beginning to come to fruition. This interactive session will describe the opportunities and challenges faced during this process and how a small rural college can expand its presence through grit and determination. The session will describe how the process's principles of effectuation were used.

Innovating the Learning Experience with Immersive Technology
College of DuPage’s Board of Trustees and President recently built an Augmented / Virtual Reality (AR/VR) and Immersive Visualization Lab (IVL). These facilities have transformed the student experience. AR/VR headsets allow students to experience any environment virtually, replacing the need for the physical learning environment. In contrast, the IVL transports students as a group to experience countless destinations they cannot visit – distant countries, inside the body, even beyond Earth into space.

Innovative Military Partnerships in Data Intelligence and Cyber
NOVA has partnered with the USMC and US Navy to provide cutting-edge military training and education to active duty and civilian military members locally, nationally, and now worldwide. NOVA and the USMC are partnering to offer a non-traditional training and education program in Data Intelligence. NOVA then applied for and was awarded a task order from the US Navy to support the establishment of the US Naval Community College. Through the USNCC, NOVA provides world-class cybersecurity instruction to interested maritime service members.
